Arcade has two sides a 1v1 side and a teams side.

Global Arcade Behaviour

100% Holy White Scroll Negation
Can enter SafeZone while in combat
Cannot Ender Pearl into SafeZone

1v1s Side Behaviour

Hit a player to initiate a 1v1
Other nearby players are vanished temporarily
Friendly-fire is enabled

Teams Side Behaviour

Initiating a fight with a faction does NOT cloak other factions.
